Mark C. Morgan is the second of four children raised in New Orleans by Law Enforcement On The Stand course creator, Caren Cambre. Before earning his Juris Doctor from Tulane Law School in 1995, he was an NCAA Division I athlete at Ohio University in Athens, Ohio. There, he graduated cum laude, earned recognition as a Conference All-Academic Athlete, and was selected as captain of the university’s swim team.
While at Tulane Law, Mr. Morgan received the James A. Wysocki Award for outstanding trial skills. In 1997, he returned to Tulane as a trial advocacy professor, becoming the youngest attorney ever appointed to the faculty—a role he held for 22 years.
Mr. Morgan tried his first jury trial while still in law school, receiving special permission from the Louisiana Supreme Court. Over the course of his legal career, he has prosecuted or defended dozens of homicide cases, hundreds of property and personal crime cases, and approximately one thousand drug offenses—culminating in over 100 jury trials. He has held a police commission with the Gretna Police Department since 2009 and holds certification in counter-drug prosecution.
He currently serves as the City Attorney and City Prosecutor for Durango, Colorado. From 2008 to 2021, he held the same positions in Gretna, Louisiana. His prior roles include Assistant District Attorney for Jefferson Parish, Special Counsel to the Louisiana Attorney General, Magistrate Pro Tempore of Gretna City Court, and Judge Pro Tempore for Division “B” of the Second Parish Court of Jefferson Parish.
Mr. Morgan has taught Law Enforcement On The Stand in police departments across the country, including in Boston, Massachusetts (for NESPIN); Billings, Montana (Rocky Mountain HIDTA); Baton Rouge, Jefferson Parish, Kenner, and Gretna, Louisiana (Gulf Coast HIDTA); Colorado Springs and Durango, Colorado; Birmingham, Alabama; and Pensacola, Florida. He has also served as a guest lecturer at Golden Gate Law School in San Francisco and as an instructor at the Gretna Police Academy.
Mr. Morgan is licensed to practice law in Louisiana, the District of Columbia, and Colorado.
